State for the Colonies.

Your telegram of 19th March. Reclamation many more difficulties and obstructions in obtaining suitable filling from land. Hills to the East and North of the reclamation are Chiefly boulders and bed rock. Hill(s) north of Prince Edward Road and considerably further away from and to the west of reclamation contain more soft and suitable filling material but a certain amount of large boulders and in places bed rock are likely to be encountered as shown by experience of levelling Kowloon Tong estate area to the west. The only approach from the excavation area to the reclamation area is by Prince Edward Road along which public traffic runs being main road across the peninsula. There are also privato lot(s) to be acquired if full use is to be made of the Hill(s) in working of excavation and its conveyance. If opposition is encountered from owner(s) to their acquisition it will take at least six months to acquire some of these lots under provisions of Resumption Ordinance. The above difficulties do not occur with the dredging project which will undoubtedly prove the quickest method Labour difficulties if encountered would be far more serious in case of land cutting than of

dredging.
